Prof. Dr. iur. Elmar Giemulla

Elmar specializes in aviation policy, law and administration for about 40 years. He has an academic background. He is professor of aviation law at Berlin University, at Embry-Riddle Aeronautical University and a regular speaker on conferences and popular lecturer at other institutions. In addition to that, he has published a number of books and more than a hundred treatises on international, European and German aviation law. He regularly organizes and moderates conferences on aviation related issues. He regularly renders legal opinions on different aspects of aviation law.

Based on these more analytical and academic activities, Elmar has been involved in numerous assignments at mainly governmental clients worldwide focusing usually on drafting Civil Aviation Acts and Civil Aviation Regulations, reshaping or re-establishing Civil Aviation Administrations against the background of liberalizing air transport in the given country.

Examples of such assignments are his activities in Russia and other reform economies of the former East bloc in the 1990ies and the assistance to the government of Afghanistan regarding the set-up of a functioning Civil Aviation Administration (including but not limited to the drafting of a comprehensive legal framework, establishment of an Authority and training measures). More recently, he has been advising Governments on the legal aspects of drone operations.

Elmar Giemulla is president of AOPA Germany, which is the German section of the global “Aircraft Owners and Pilots Association”. He is member of the advisory board of DFS “Deutsche Flugsicherung GmbH”.
